Swamp coolers use water. Refrigerated Air does not use water, water you may see dripping from a Refrigerated Air unit is the moisture being removed from the air during the refrigerating process. If you have a humidifier, it will use a little water when being used.

You either have other issues or you have not waited long enough to get a few months of bills...
