From the second page you linked to:

The city Albuquerque, alone, ranked 72 in crime, Rio Rancho came in 306, and Las Cruces ranked 223 out of about 393 cities.
Now I'm curious about their methods...

Albuquerque alone ranks 72.

Rio Rancho represents nearly 3/4 of the Non-ABQ metro area (math available upon request) and ranks 306.

Together, they rank 8?

factor in the South Valley, probably the worst area of ABQ for crime, parts of the North Valley, both of these are in ABQ just not technically part of the city limits, then factor in the crime in Belen and Los Lunas and rural Valencia County(which has major problems) and there you have your answer, the rating does seem a little too high though.
