The policy for how the time off is "counted" depends on the employee's position/job/contract.

Please show how a city office that usually opens at 8 AM opening at 10 AM would cost the taxpayer money? Remember, taxpayers without kids already help fund public schools, parks, programs, etc. used by kids.

People like you are the reason people like me don't like people like you. If the city has a policy to pay workers 8 hours when they only work 6, then it costs 2 hours of pay for every city employee. That is because 8 is bigger than 6. The difference is payed by the taxpayer. There are very few private companies that pay for snow days. That is a fact.
If the roads were clear, which by all accounts they were, then it does cost the taxpayer money to delay the schedule simply to accomodate those people who have kids. Two hours of lost work time.
If the city does not pay for their time, then employees have to use PTO. Imagine if you were saving your PTO for vacation but had to use two hours simply because some lady didn't want to be inconvenienced. Or maybe you just finished vacation and used all your PTO and have to take it without pay. You have placed yourself above everyone else. Why should those who don't have kids (or do have kids and have made arrangements) have to take PTO simply because of a few people like you who think the world and the city owes them something?
If you didn't work for the city (the taxpayer) would you expect your company to shut down for two hours so you could get the kids off?
Your attitude is one of entitlement. You truly see nothing wrong with your suggestion. You are out of touch.

I was simply suggesting that the city should have followed what every other entity ( APS, County, State, etc ) did. It was certainly open for discussion and opinion but there is absolutely no reason to be rude and make personal attacks about my perceived lack of intelligence, attitude or how I personally affect the entire country.

When I worked for a call center in DAllas we judged whether to allow late delays or no shows at all by the number of people who could not get to work. It had to be above 50% I think. I doubt that a little bit of ice and snow in ABQ affected all that many people. and of course it cost the city or whomever money when they delay arrivals...

I am not aware that the State pushed the panic button last monday or not, however COA did attempt to get in touch with APS. APS told COA they were going with the normal schedule. COA evaluated the weather and road conditions at 6:00am, 6:30 am, 7:00am and 7:30am. At no time did COA believe conditions were bad enough to suggest a 2 hour delay. At 6:15am APS decided on its own to go with the 2 hour delay. COA was not consulted on this decision and only found out about it through an anouncement on the NEWS. If you wish to blame anyone, I suggest you discuss just why APS decided not to follow proper protocall with your APS School Superintendant
