Rape: 301 ÷ 507789 = 0.6

There's no convenient breakdown of the population, but let's go with the estimate of 50000.
Agg. Assault: 481 ÷ 50000 = 9.62
Homicide: 10 ÷ 50000 = .20
Rape: 24 ÷ 50000 = .48
Add these together, and the rates do the following:
Agg. Assault ticks up by 0.3 per 1000.
Homicide ticks up by 0.009 per 1000.
Rape ticks down by 0.02 per 1000.
The crime rates shift more than this within these places, year to year. Ain't no charts going to be broken.
