City of ABQ Green Vehicle/Motorcycle/Scooter/Moped Free Parking
I have enclosed that City of Albuquerque Ordinance that gives Green Vehicles/Motorcycles/Moped/Scooter free parking in metered spaces. Enjoy!
CITY of ALBUQUERQUE
SEVENTEENTH COUNCIL
COUNCIL BILL NO. F/S O-07-115 ENACTMENT NO. ________________

ORDINANCE
AMENDING SECTIONS 8-1-1-2 ROA 1994 AND 8-5-1-5 ROA 1994 TO ALLOW NEW MEXICO RESIDENTS AND BUSINESSES AN EXEMPTION FROM PAYING TO PARK IN AN ON STREET SPACE REGULATED BY A PARKING METER WHEN PARKING A GREEN VEHICLE; PROVIDING DEFINITIONS.
BE IT ORDAINED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. Section 8-1-1-2 ROA 1994, DEFINITIONS, is amended to change the definitions of ALTERNATIVE FUEL and ALTERNATIVE FUEL VEHICLE, and add definitions for GREEN VEHICLE and GREEN VEHICLE GUIDE in proper alphabetical order, to read:
GREEN VEHICLE. A Vehicle that is rated by the U.S. Environmental Protection Agency, Green Vehicle Guide with minimum Environmental Performance Scores for Greenhouse Gas and Air Pollution of 6 and a total combined score of 14 or higher.
GREEN VEHICLE GUIDE. A consumer guide developed by the U.S. Environmental Protection Agency to provide information about the environmental performance of vehicles.
Section 2. Section 8-5-1-5 ROA 1994, is amended to read:
“§ 8-5-1-5 METER PARKING, EXPIRED METER.
(A) Except in a period of emergency determined by an officer of the Fire Department or Police Department, or except in compliance with a uniformed police officer engaged in directing traffic, any vehicle, except a motorcycle, motorscooter or moped, parked or standing in a space regulated by a parking meter between the hours and on the days specified on the meter shall be lawfully parked or standing only when the owner, operator or driver of such vehicle, upon parking or standing a vehicle in the metered parking space, shall immediately deposit legal coin or coins of the proper denomination as specified on the meter regulating such parking space. Failure to deposit the proper coin or coins as required shall constitute a violation of this section, with the exception that drivers of motorcycles, motor scooters or mopeds shall be exempt from parking fees while parked at metered parking spaces prior to the expiration of the meter's specified time for legal parking. When the "VIOLATION" indicator is showing, it shall be presumptive evidence that any vehicle, except a motorcycle, motorscooter, or moped found parked or standing in a regulated metered space is parked or standing in violation of this section. The provisions of this section shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles.
(B) A green vehicle that is registered in the State of New Mexico to a New Mexico resident or business is exempt from paying to park in an on street space regulated by a parking meter. A green vehicle parked in an on street space regulated by a meter shall have city issued identification posted on the left rear bumper or the left rear window that authorizes the exemption set forth in this paragraph. A green vehicle shall not be parked in an on street space regulated by a meter beyond the maximum time allowed by the parking meter. After the maximum time has been exceeded the vehicle cannot park in that space or area free of charge for 8 hours.
(C) Within 90 days of the adoption of these divisions (B) - (C), the Mayor shall develop the following:
(1) a form of identification to post on the vehicles;
(2) the procedures to issue such identification; and
(3) a training program for police officers and other City employees authorized to issue parking citations.
(D) To qualify for an exemption for a green vehicle, the owner must present the vehicle to the City’s Parking Division for verification of green vehicle eligibility.
(E) These divisions (B), (C) and (D) shall sunset June 1, 2011.”
Section 3. SEVERABILITY CLAUSE. If any section, paragraph, word or phrase of this ordinance is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this ordinance. The Council hereby declares that it would have passed this ordinance and each section, paragraph, sentence, clause, word or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
Section 4. COMPILATION. This ordinance shall be incorporated in and made part of the Revised Ordinances of Albuquerque, New Mexico, 1994.
Section 5. EFFECTIVE DATE. This ordinance shall take effect five days after publication by title and general summary.

Normal interstate cruise (75-80mph) is about 45mpg but I was on a very leisurely
cruise through the Jemez, Chamiyo, Mora and Las Vegas area Monday and got
around 57mpg. I don't ride around town enough to have numbers for that.
Compared to crotch rockets, Harleys in stock configuration are actually fairly low
performance and surprisingly economical for their size.

Yep, has only a small battery rather than the Prius' big one that will one day contaminate
a landfill and has far less materials usage overall (750lbs vs. 3,000), 1.6 liter vs 1.8, etc., etc.

I don't know why you think that.
Most of what is in any car built for generations never makes
it to landfills due to the fact that the stuff is valuable.
None of the elements in a battery degrade over time or use
and can be recycled.
Standard lead-acid batteries get recycled. If there is any issue
with batteries going to a landfill, they should have a deposit on
them and sellers of new ones should be required to take the old
ones for recycling.
Would that all batteries ( such as AA, AAA, D, and so on ) had
such a deposit. I've been accumulating batteries for years
in plastic tubs and am getting tired of moving them from place
to place since there is no place to take them for recycling.

You driven around the exurbs much lately? Betcha I can find literally tons of old
batteries in many cars stacked 3 or 4 deep in area junkyards.
Admittedly, there are regulations regarding hazardous material disposal but I also
doubt that state governments are spending very much on ensuring that lead-acid
car batteries or air bag propellants, (a known carcinogen), are properly disposed of.
So if you are saying that most SHOULD be recycled, I'm in 100% agreement; if you
are saying that they actually are, then I'll have to part company.
