70% proof a beer? Erm....I don't think so. We don't have root beer but we do have ginger beer this side of the pond - the alcholic version is 4% so it's definitely a beer, and a very nice and refreshing one at that.
There is a brewery which does it in Milwaukee and I found another one in Oklahoma but it had crap reviews. Sam Adams does a hard root beer but it is seasonal and not many places carry it ( Brewer Patriot Collection - 1790 Root Beer Brew - Boston Beer Company (Samuel Adams) - Jamaica Plain, MA - BeerAdvocate). If you really can't find a place which sells it then you could always brew your own; I haven't brewed hard root beer before but I have brewed beer and it's actually pretty fun and educational.
If you want to do a short cut just buy some Kvass at the market, put in some spices & honey, pitch in the brewer's yeast, and allow it to ferment for a week or so. It will come out flat but just bottle it with some put in some priming sugar and wait a week before opening it. You'll have a decent representation of hard root beer.
Well, heck, if you want a shortcut, just put a shot of vodka in a glass and fill it with root beer.
