Budget 60-70$. What would you recommend?
If he likes Scotch, then a bottle of Cragganmore will please his palate and it's well within your budget.

It really depends on what he likes in his spirits, ya know? Me personally, I would recommend a bottle of tailored vodka as a gift, not only because it tastes good, but because this distillery/bar also customise the bottle. They can even write the recipient's name on the bottle if you wish. They also make tailored gin and whisky so it's really your choice.

I just feel like that's more effort because it's not something you just get out of a shelf.

Also, what's the best way to send it to him? We live in the same city but I'd like for it to be a surprise. Mailing is out of question, as far as I understand. What are the other options?
A nice middle-of-the road single malt, IF he's a Scotch guy. Possibly look for a Speyside versus something more smoky/peated, if you don't know for sure he prefers heavily peated whiskies...Speysides tend to be a bit more accessible than the super peat-y ones and can be a safer bet if you don't know somebody's preferences. Although most military tough guys I know (and I'm a military spouse) seem to be of the "The smokier, the better" school of thought in their Scotch.

Hand delivering seems appropriate.

Is OP is actually in Seattle I was just down at Costco on 4th Ave and found three great selections to choose from, all delicious and intended to be drank neat or on the rocks.

Woodinville Rye- Locally distilled bourbon/rye.
Redbreast- A pot-stilled Irish whiskey.
Abelour- A very smooth single malt Scotch.

I would imagine OP found a gift 6+ months ago and is not still monitoring this thread.

Still, lots of good suggestions.

I would go with a bottle of Highland Park. Whichever age is in budget.
