2 of my kids are bipolar and on prescribed pills by a doctor but I HATE them being on these pills because of the unknown side affects and because I was on them as a kid as well and know these things can harm your body...we are trying to on CBD oil we bought legally at a health food store it seems to work for a little bit on our son but our daughter it doesn't work at all really...its 1 mg. What else should we consider?

Can you also say what your children's symptoms are?
There are lots of alternative things that could help them:
1) Essential oils
2) CBT Therapy
3) Emotional Freedom Technique (tapping, try Brad Yates, YouTube)
4) Supplements (see a Naturopath for specifics)
5) CBD Oil (talk to an expert at a dispensary for specific recommendations)
6) Feng Shui - clutter clearing - clean, beautiful, soothing environments
7) Chores and character building exercises
8) Peaceful, happy home
9) Organic foods, filtered water
10) Emotional support pet(s)

I would completely empty out his room - clean it top to bottom. Paint it a very calming light blue. Get an essential oil diffuser, diffuse lavender and other calming (pure) essential oils. If you can afford it, get all new bedding - 100% cotton.
Have you analyzed his diet?
Are you open to seeing a naturopath to see what nutrients might be important?
If you can afford it, go to 23andMe and get the health analysis - then you can download the raw data to a naturopath who can analyze it and make recommendations.
OP: There is a thread in Mental Heath area on MTHFR Gene Mutation and think this could be connected to your chldren's issues. Check it out. Do your research on this Gene Mutation issue.

It would help a lot to know what those "pills" actually are and why they were chosen before attempting to make suggestions. A "pill" could be anything from a sugar pill, a vitamin, to some heavy duty agent, right? What specific symptoms are you trying to address? Some are probably more essential to manage than others.

Risperidone and Guanfacine. He takes Risperidone .25 in morning and noon at school and 1 mg at night and guanfacine at night so he can go to sleep. We tried him on CBD oil this weekend and it works for a few hours but its only 1 mg and he HATES the taste lol...its mint flavor I think its fine.

I would get them reevaluated by another doctor, preferably one who is well versed in child psychology. Unless you are seeing them go from a wild mood be it aggressive or simply being extremely out of character silly to depressed and sad they may be ADHD with Oppositional defiant disorder and not bipolar. Take control over the diagnosis and be sure you voice what they do and what they don't do. Unfortunately children with ADD can later develop Bipolar
