"Places the police will not even respond to" exist ONLY in Rio de Janeiro. There's not a single part of the city of São Paulo where the police won't enter. The police has free access to all of the slums in the city of São Paulo.

So, only in Rio de Janeiro there are places where the police doesn't go (or only goes with its Special Operations squad). And in the last two years the number of "no police entering" areas in Rio is being reduced, because the government is "taking back" the control of areas controled by the drug dealers gangs. More than 15 of that areas were taken back by the government already, through military operations. And the others will be taken in the next years, before the World Cup 2014.

Personal experiences worth much more than statistics in this case. I have already explained in a recent post in this thread the reason why the statistics of homicides in Brazil are so high, and how it has no effect in the lifes of most of the people, being mere numbers.

You should try another kind of statistics: try to summarize how many foreign citizens have been murdered in Brazil in the last 10 years, both tourists and residents. You will find a "frightening" VERY SMALL number.

Depends on which jobs are you talking.

The difference is not so great when you talk about jobs like:

- engineers
- high-profile IT workers
- highly specialized technicians working in high-tech factories or in heavy construction

Anyway, the cost of living is lower. And in most parts of Brazil you won't need to spend even a cent with home heating in the winter, since temperatures in most of the country are pleasant in winter nights.
