Rio, Sao Paulo, and Port-au-Prince are not in Latin America. Brazil and Haiti do not speak Spanish. I'm confused as to why so many people as saying Bogota. Are you crazy?! Colombia is probably one of the most, if not the most dangerous country in the Western Hemisphere. They basically have no working government or police force. The country is run by drug cartels.
Anyways, I saw Panama City. When I went there it really felt like I was just in another part of Miami. Really enjoyed it.

About Bogota, you are very wrong. Columbia has changed for the better in recent years. Bogota's crime rate has dropped dramatically, in fact the citywide murder rate is low by US standards.
Probably Buenos Aires for urbanity, Santiago for weather, Montevideo for quality of life, Sao Paulo for influence, and Rio for entertainment.

I grew up with lots of people from Guayaquil, I've heard numerous stories of crime etc but I'd love to try it out.
and Cuzco, I know it's not a major city but I've always been fascinated by the culture that I've read about there. Hopefully in the fall of this year i'll be able to check it out for myself.
