By "easiest" I mean the least amount of government paperwork required, the least amount of monthly income from foreign sources, the quickest approval time, etc.

It looks like you would be further ahead to check their visa requirements by using Google than waiting for an anwer here.
Panama is currently pretty easy. As far as I was ever able to tell, Paraguay just gives you an entry stamp when you arrive, and then forgets about you unless you do something to really attract a lot of attention. However, internet sites are now stating that a visa is required in advance, even for casual tourists. So things might have changed there.
Official government statements that you can find on government websites rarely reflect the actual ease or difficulty. Regardless of what the website says, the facts on the ground can often be easier or more difficult than what is described, and highly variable from country to country. In any country, there may or may not be ways to circumvent the "official" requirements, quite legally, through loopholes.
For example, every country states that you must have a return ticket in order to even enter as a tourist. This is never enforced, unless you look like an obvious vagabond with no resources. But the regulation is there, so immigration officers are empowered to deny entry to suspicious characters. I've entered over 100 countries, and only once (South Africa) been required to prove that I hada ticket (or funds) to get home.

The interesting thing about that is I heard Ascuncion use to attract a lot of Koreans for that reason.
