There is little respect for the rule of law and even less for Human and Civil Rights. You cannot attain something you do not understand.
Jamaicans have created an intolerant, uncivilized, and violent society. Their current government and public institutions reflect that reality.
You cannot generalize Jamaicans and say they do not respect the rule of law and don't know what it means to be civilized. There are many Jamaicans who do. The government needs to set an example. The government is corrupt and does not care about the people so what do you think the people are going to do? It's really about classism. The haves and the have nots. I just want some ideas on what the people can do to help themselves since the government never has and never will.

Jamaica is one of those names that is known in every corner of the globe and a Jamaican vacation is desired by many. The trend for visitor arrivals to Jamaica is an upward trend. Jamaica continues to be popular.
For a nation of 98% black people still in the process of building what the British colonial administration did not build, Jamaicans are doing pretty good at catching up after independence from Britian in 1962. For example, we kept building schools until there were enough schools for everyone. Coming out of slavery and colonialism with an expanding population there is much to be done. And you must decide if to build five schools that year and fix the roads another time. That's the choice for the government.
CIA World Factbook: Jamaica population is 2.8 million, literacy rate is 88% (US 99%), 17% below the poverty line (US 12%), unemployment 13% (US 9.6).
Jamaica's high murder rate is now down 40% within a year of aggressive police action targeting gangs.
Jamaican stores and shoppers are getting ready for Fashion Night Out 2011, five hours of discount shopping. Jamaicans have money to spend, and they have Usain Bolt and the girl sprinters to give them world records, Reggae music to make them happy, curried goat, and the beaches when they want that. It doesn't get any better than that. Go Jamaica.
