I would say most people would not say these are pardos. Most would be called either mullato or negro but this is very subjective. I have a Brazilian friend that I would consider white and even in the US, at least where I grew up in the Pacific Northwest, if she told people she was white most would just take it at face value but she says she is pardo because of her physical features. You can see probable physical traces of black ancestory such as somewhat kinky hair and a little wider nose but I have seen people considered white in the US with these features. It is somewhat of a combination of physical features but this is also regional. A person who is considered white in Bahia, for example, may not be considered white here in Rio. In general I would say a Pardo is someone who is about a 1/3 african in appearance. But like I said this is pretty subjective. Also, ancestral factors can be important in determing race mostly in the Southeast and even more in the South, where the majority of recent (last 150 years) immigration happened.
I am unclear on where the line is between a 'Pardo' and 'Black-Brazilian'.

Mostly by appearance. Almost all Brazilians have African Ancestry." Pardo" is just a term created for Brazilians who don't want to acknowledge their African ancestry. Its a socially acceptable form of self-hate in a way.

Lies, many people might have a big white component but they are still pretty mixed.
30-35% white/caucasian, 40% pardo and 25-30% black would be much closer to the reality.
In the new world I think It's more about phenotypes than about real heritage, many of those white/caucasians and blacks are not ethnically pure(have traces of other ethnic groups), but nonetheless are overwhelming white/caucasian or black/african by ancestry. Now If you as about 100% white caucasian and 100% black, It would turn out brazil being a country of 90% pardo, 5% white-caucasian and 5% black/african.
Let's just say if the "one drop rule" applied to Brazil, 80% of Brazil would be Black.
Half of brazil self identify as caucasian, yet only around 30-35% look like this or come pretty close. If you talk about having even 1% of black blood., then I would even bet money its under the 10% of the population, (more likely 5%). Dont forget amerind blood also is present in many "white/caucasian brazilians"
Crap, a large percentage of Brazilian population descends from recent European immigration.
Yet almost 90 million Brazilians are Afro-decended.
