The wording of the question is problematic. Does it call for the country with the largest number of people with SOME indigenous ancestry, of the largest number of people with ALL indigenous ancestry? In Paraguay. the number with 100% Amerindian ancestry is probably zero, but with recognizable partial Amerindian ancestry, at least 95%.

I wouldn't consider Paraguay to be amerindian, since they are mostly mestizo.

Bolivia is the most amerindian, no question about it.
