I think Puerto Rico USED to be because of the standard of living, but it just keeps getting worse and worse there. But perhaps it still has the best standard of living.

I'll stick with countries that are independent.

In terms of GDP per capita:
1st - The Bahamas (31)
2nd - Trinidad and Tobago (43)
3rd - Barbados (46)
4th - Antigua and Barbuda (50)
5th - St. Kitts and Nevis (57)
6th - Grenada (79)

http://www.wikipedia.org/wiki/List_o...y_GDP_(nominal)

In terms of human development index, which measures standard of living:
1st - Barbados - very high (47)
2nd - Cuba - high (51)
3rd - The Bahamas - high (53)
4th - Antigua and Barbuda - high (60)
5th - Trinidad and Tobago - high (62)
6th - St. Kitts and Nevis - high (72)

List of countries by Human Development Index - Wikipedia, the free encyclopedia

* world rank in parenthesis

I'll go with Barbados

I always enjoyed my vacations there,
great weather, nice beaches, easy going people, and good food.

I'd guess that a lot of the overseas territories/departments of Western European countries are probably wealthier and more developed. The Dutch territories always seemed interesting to me.

What about the french (well, haiti's not doing very well, but there are other french speaking places) and dutch places? I'm curious as to how things are outside the english and spanish speaking islands.
