Why? Quito has a lot more going on is slightly larger, has a more interesting cityscape, etc. Quito is one of the premiere colonial cities in Latin America, it's known for that, as well as being a large city with a lot of culture, beautiful landscape and pretty diverse.
I think Quito could actually be placed over quite a few cities on your list .

I'm sure Havana has the best "colonial" architecture, considering it was an important part of the Spanish crown for about 4 centuries. Buenos Aires has the best European style pre-war architecture though. No other country in the Americans can match Argentina when it comes to the Neoclassical styles and Beaux-arts, Art nouveau, etc.
Buenos aires has great architecture but it is not colonial!!
The mexican capital along with other cities in Mexico has some beautiful and historic colonial architecture that is for the most part preserved.
Right Buenos Aires is not colonial, and most of the architecture that it has is after it gained indepedence.
