First and foremost I must make clear that I'm using 'America' to refer to the Western Hemisphere and not just to the USA.
Plus, America can be divided into at least four cultural groups: Spanish America, English America, French America & Dutch America.
What are the best universities in each group? Also, what are the oldest ones?
I know that the Autonomous University of Santo Domingo is the oldest (the first) university in all of America, founded almost 100 years before the first British colony was established on the east coast of the USA. There is a small controversy because the University of Mexico claims to be the oldest too under the allegation that Santo Domingo's university was shutdown by the Haitian invaders in the 1820's, but it was later reopened once the Haitians were expelled from the DR. The correct title for Mexico's university is the oldest continually open university in America, because regardless of the point of view" Santo Domingo's university was the first one on this side of the Atlantic.
Despite all of that, Santo Domingo's university is not the best in Spanish America. I think, though I could be wrong, that that title goes to the University of San Martin in Lima, Peru. If anyone knows for sure what is the best university in Spanish America (and in the other cultural Americas), please say so.

Seems Brazil and Chile are the clear winners. (the disparity between the 1st and 2nd is very small) Chile is putting up a good fight in amount of high quality universities despite having 16-17M against Brazil's 200M habitants. I found no Argentine or Peruvian universities in the top 10.

It actually did -- in the #151-160 range for Latin America. Not sure where the OP's info came from on that one.
Regarding "French America" that's basically a question about the best French-language university in Quebec (I couldn't find universities from Haiti or the French DOM-TOMs in any rankings). The QS rankings say:

Other universities are very far away from the level of USP and UNICAMP. Well, with the exception of the small ITA (Instituto Tecnologico da Aeronautica), the technological institute maintained by the Air Force in Sao Jose dos Campos, that has just a few Engineering faculties/schools, but all are very high level.
The National Autonomous University of Mexico is the best University in the Spanish speaking world.
I don't know about Spain, but in latin america they seem to be in 5:th place.
