Don't you live in Las Vegas?

I don't think there's any dirty cities left in this country, they've all been mostly cleaned up, sterilized, just like the city I live in, Las Vegas, but when I get out of town I want to travel somewhere where there's still some disorder, not-niceness and some dirt!

well.... come to France, where cities are both sanitized modern and swamped with litter (quite a feat) : the polar opposite of Latin America, and the consequence of an affluent society where (most) citizens are not environmentally conscious. Personally, I prefer old buildings/sidewalks/public amenities, but litter-free. To each his own I guess...

You need to travel more within the USA.

Santiago, easily.

For small cities, I would nominate Queretaro in Mexico.

Next question...

As to organized countries, Cuba...Prussia in the Caribbean....everything is arranged and controlled up to their tiniest detail. Heaverly militarized.

I'm thinking of Florianopolis, Brasil . I'd like to visit that part of Brazil because a Brazilian told me that it is cleaner and more secure than most Brazilian cities : is it true ?

I'd say Curitiba in Brazil is the most organized and clean city in Latin America. That said, there a much more interesting and beautiful cities to visit.

That is nice, i prefer to live in places where people don't throw their trash on the floor and take a dump in public.... that is why i love living in Midwest suburbia, the only litter here is caused by trash flying out of the garbage trucks but its usually all cleaned up within that day.
