I don't have anything negative to say about Chile. But Chile does have many underlying problems.
Let's talk about those underlying factors.
Chile must spend heavily on its military to the tune of 30 times more than Peru, Chile is very paranoid. In fact Chile spends more than triple of what Argentina, Bolivia and Peru combined spend.
Chile has too many issues with its neighbors. It's sad but its true. One of Chile's only South American ally Ecuador just turned against them and sided with Bolivia as far as ceding a large chunk of Chilean territory to Bolivia so that Bolivia can have an opening to the Pacific.
That's just the start.
This year the court in the Hague awarded Peru a large Chilean ocean section. so things are not so honky dory for Chile.
The Argentinians are not fond of the Chileans either, they already had many issues between them, Specially with the border down south and the Malvinas issue.
On the other hand Peru does not have any similar issues with the rest of its neighbors. So in general Peru is more of a happy go lucky camper.
all in all I do wish the best for the Chileans.

Chile's shape dictates significantly higher military expenditure than a more normal shaped country. The nation's short east to west distance means it would be much easier for an invader to divide the country and conquer sections at will than it would be in any other South American nation. Not discounting anything you said, but geography dictates those expenditures to a large extent.
