Which city is more expensive, Sao Paulo or Rio De Janeiro? Which city has more expensive rent, food, and public transportation? Which city would you say is better overall for a person planning on moving to Brazil to live for a while?

Both are expensive, but Rio is less.
If you are coming in order to study or work, go to Sao Paulo. If you are coming to enjoy, Rio is your destination.

I'm going to be self employed and I'm not an avid beach goer. My philosophy with beaches is, you've seen one you've seen them all. The women, food, and reasonable rent are my main concerns/interests.

Women, food and reasonable rent can be found almost everywhere in Brazil.
I think Rio is the most expensive because of tourism, since you don't care about beaches why not look at Brazilian cities a lil bit more far from the coast, a lot cheaper!

Such as? I want somewhere that's developed with clean potable water to drink, warm water for my showers, and massage places in case a get sore or something.

I guess, people see and perceive different things but in my opinion, Belo Horizonte has absolutely nothing to do with Chicago!

Chicago has an amazing vibe, very cosmopolitan, a world class city, a center for modern architecture.

Belo Horizonte is the most overlooked major city in Brazil because there is nothing about it that makes it special or unique enough for someone to want to vacation there.

When people go vacation in Minas Gerais, BH would probably be the last place they would want to spend time in.

Most people would rather go to historical towns like Ouro Preto or places with scenic views, waterfalls and mountains like Serra da Canastra National Park.

I am not saying BH couldnt be a good base to explore other places but there is nothing interesting about it.
