So Haiti was fairly developed prior the US?

Haiti is also one of the most protectionist and complicated countries. Haiti needs massive foreign direct investment and under these conditions it will not take place. All the other countries in a similar situation have socialist/communist governments, which makes Haiti seem even more odd because socialist/communist it's not. Its very hard to do business in the red countries.
