But again, retirees don't need to go on a tourist visa. Most countries will give them a retiree visa with a sufficient pension, and the income threshold is very low. You also have countries like Belize and Guyana where there's no language barrier. That can appear very attractive to someone looking for a low COL, a different lifestyle, new experiences, etc. and they don't always seriously consider the other factors involved. I agree with you in that for most, it would be an unwise thing to do, and I think that's precisely what the OP was trying to convey from the beginning.
I understand what you're saying now and I agree. And I know about the retiree license too. It's just a bad idea for reasons we already discussed.
