I know in a few Latin American countries rivers are used for recreation and enjoyments. In how many countries have you seen this?

This is the scene at a river in Dominican Republic. This place is much more improvised, while other places have more infrastructure for locals to enjoy. Usually places frequented by Dominicans with higher incomes look much nicer than the one in the video below.

Many people prefer the rivers to the beaches, mostly because the water tend to be cool or cold, depending from what mountain range it starts. There’s plenty of music, beer/rum, food, and a lively ambiance. Even dominoes matches are held in the river, believe it or not. lol

These places aren’t frequented by tourists at all.

I have no idea when rivers became popular places for entertainment.

Everywhere. In colombia where the closest beach is miles away for many people, rivers are the alternative. Some of the most well known are the Pance river near Cali and the Guatapurri near Valledupar, many popular songs reference the rivers. However, only in recent times are construction companies interested in building near rivers as now there's more of a market whereas before it was the poor who lived along the rivers.

Provided they are safe for casual swimmers, I wold imagine the answer is everywhere

Obvious this depends on the region, but what about crocodiles? Even in America you have alligators in certain rivers and South Florida has crocodiles and imported pythons as well.
