Dominica is one country, Dominican Republic is a completely different one.

Haiti does have universities. What happen was that during the 2010 earthquake most universities in Port-au-Prince shut down for a long time while others closed forever. One of the many things the DR did to help Haiti was allow Haitians college students to finish their degrees at the University of Santo Domingo (the only public university in the DR and its also the oldest university in the Americas) and instead of paying full tuition, Haitians are the only foreign students that the DR subsidizes their tuitions. Due to that there is a large Haitian presence in Dominican universities.

Plenty of Venezuelans in the DR, and also plenty of Spanish-speaking peoples such as Colombians, Puerto Ricans, Cubans, and Spaniards. Not many Argentineans.
