Hi, where in the US/CA are you most likely to come across pure-blooded blondes with really classy/classic looks (the kind you see in old type European movies--not cheap/trash/plastic Hollywood ones)...
The most real blondes are wherever you find the largest percentage of people with Nordic/Northern European origin. This is not California. Try Minnesota, North Dakota, South Dakota.
Most of the blonde people in North America are fake blondes, The women especially used hair colouring products.
Want to see real blondes go to northern Europe why go to North America.

More than 95% of Women from Northern Europe also dye their hair.
For what it's worth the upper peninsula of Michigan has a lot of people of Finnish descent. I think Finns may be the blondest of all. Contrary to Sweden being blonde central, the eastern shore of the Baltic (Finland and the Baltic states) has the most blondes of any region on Earth.

Only 2% of the world's population has naturally blond hair. If you narrow your sample to white people in the United States, that percentage goes up, but only to 5%.
BTW: Having blonde hair doesn't necessarily mean having blue eyes.
Blondes with dark eyes are extremely rare.
In 1950, only about 7% of women colored their hair, but in 2015, it’s up to about 85%.
Not the % of world population, but according to studies performed in the US. ( I think it was Clairol) https://www.holleewoodhair.com/hair-color-statistics/
BTW: People have used hair dyes since ancient times.
