Arica is hot, boring and humid and filled with bad immigrants.
I'd either go to Iquique, Chile or Cusco, Peru

Both of those look good. Studying weatherspark.com, Iquique seems to have good beachy swimming weather, but then again, I can usually take weather thatís a little too cold better than weather that is a little too hot, so Cusco looks good, too.

Another city I hear a lot of good about is Quito, Ecuador. Is that a neat place to visit?

to be honest,I'd stay away from northern Chile.... it's like going to the U.S just to see tallahassee, florida or flagstaff, arizona.... two places extremely boring xD

Quito is a nice place to visit and it has a large and well preserved colonial city. It's in the Andes Mountain Range and everyone know what that means weather-wise. Very different from Guayaquil where the weather is more tropical. The overall culture felt different to me Quito compared to Guayaquil. The beaches are not as nice in Guayaquil, but maybe I'm spoiled because when it comes to beautiful beaches few places beat the Caribbean in that department. lol
