Having spent a year in Guayaquil in Ecuador, I would say that Ecuador is safer than Colombia. In Ecuador one could learn Spanish in Quito (the capital), Guayaquil (the largest city and business center) or Cuenca (the 3rd largest city and a very quaint/interesting older city).
I've heard from a lot of people that Guyaquil can be scary for people who have never been to Ecuador before.
Guayaquil is not the safest city even for the local residents. But in general people from Guayaquil are some of the friendliest people that I have ever met.
Cuenca is a good town for an English speaker to study Spanish as the Spanish is Castilian (standard Spanish spoken in Spain) and there is an English speaking expat/retiree community there if one is looking not to be completely isolated from other English speakers.
