Alaska Daylight Savings time is the best time for the sunrise. If you go by Eastern Daylight Savings time it'll be dark. Yes indeed.

Times vary by day and month, Bob. Also by latitude and longitude.
SE Alaska is about 400 miles long and runs about 150 east to west if you take Ketchikan as the eastermost point. The question's a little vague as to terms.
