Does anyone know anything about this? I live in Houston, TX and want to know if I should get one installed before moving to Anchorage. Does it help the heat come faster when the heat is turned on in the cold? Where do I plug in? I don't think I have a plug on my car. Does the block heater activate upon starting up the car? Is it better to park where there is a plug in or in a garage, etc.?

Engine Block heaters are good. however only needed up in Fairbanks. If used in Anchorage can be done too. Fairbanks is colder weather.

Default Engine heaters

I just retired to Florida after 30 years in Alaska. Anchorage does get cold in the winter, often below 0. If you park your car in a garage you might not need a heater but I strongly recommend you do get one. A circulating heater is best. As described in another reply, it fits in your water hose and keeps the water hot and circulating. Most people use this as well as a block (freeze plug) heater. Using these will reduce wear and tear on your car and give you heat much faster. Also what no one has bothered to mention is a battery blanket. This is a pad that wraps around your battery and plugs in so the battery does not freeze. You will find plug ins at most apartment houses and, of course, homes. Some employers have them installed also. I strongly recommend you have them installed in Anchorage as most garages in the lower 48 don't know what they are doing when it comes to these things.
