Yes, they really work. I've had good luck with Napa brand products.

Bob, jumper cables are two wires with clamps on either end. As long as you are connecting them correctly, positive to positive and negative to negative, and the bad battery is connected to a good battery, they will work. Best bet is to get very flexible cables with insulation rated to 30 below. The insulation temp should be listed on the label and possibly (usually) on the side of the cables themselves. Cables not rated for arctic temps can crack across the insulating material in severe low temps. I've seen it happen.

For what it's worth--if you live up in the Valley (eg. between Wasilla and Houston) and commute to Anchorage, I don't believe you need to sweat the emissions testing business. Good luck.

Not true. If you regularly drive into Anchorage, from anywhere, then that vehicle must pass the emission tests. If you only drive into Anchorage occasionally, then emission tests are not required.
