Somone earlier said that "a college kid deserves a break" (or something to that effect. While that may be well and true, the PFD Division does not look at it that way. They investigate hundreds (maybe even thousands) of fraud claims every year. There is no leeway for personal interpretation. You sound like an intelligent young man. Let me just caution you not to be too smart for your own good.

I have to disagree with you here. I know of Coast Guard families who stated they intend to stay in Alaska when they filled out the form. Later, they were transferred out. They provided a forwarding address which caused the PFDD to question their intent to stay, but the family wrote a letter stating that their intent was to stay since they could have been transferred to a different Alaska station. They got their PFDs.
Maurice would fall into this category, since at the time of the application, he likely didn't know where he would be going. Besides, there is nothing to directly connect Maurice to these posts since there are likely 100's of Maurices who applied. For all we know Maurice may not be his given name.

My grandmother sponsored me and filled out my PFD application and she is 'old fashioned,' therefore, she preferred the mail-in paper check.
Why do you care though how I receive my PFD? Is it really any of your business? Just worry about how you are getting yours hun.  Take care.
