Fort Rich is on the East side of Anchorage. There are some nice apartments and a whole lot of crappy apartments on that side of town. You might want to consider looking in Eagle River. The drive is only a few minutes more than from East Anchorage. If you are in the military then you should get a housing allowance which will put some of the nicer apartments within your budget. You might try checking with the military to see if they have a recommended list of aprtments. You can look on line at a lot of the apartments. Be warned however, most of the pictures were probably taken when the places were new. What the picture shows and what really is can be very different.
Since safety is an issue I would probably avoid the North Moutainview area of Anchorage. A lot of the cheaper places in East Anchorage are not in the best areas. However there are nice parts of East Anchorage where you might find something in a duplex or a 4plex.
