"Safe" is always a relative term, but no, 919 W Cross wouldn't be considered a high-crime 'ghetto' area. It is as you know, mostly EMU off-campus housing, so you're going to have to deal with loud parties, drunk & disorderly students & petty-vandalism caused by them, PLUS the criminal element that likes easy-targets that most students are -- muggings, larcenies from auto & burglaries (looking for things like iPads, notebook computers, TVs, etc.) as well as the occasional home-invasions. You can work to fortify your home (make it seem like you have a dog, make it seem like multiple guys live there --and are home-- at all times. In fact, make it look like some EMU football players live there if you can, get CCTV cameras & good outdoor lighting, etc.) but unless you've got a good garage, your car, if you have one, is going to be vulnerable.

There are definitely some better areas not too far away, but it seems like you're already committed.

By all means, please do follow-up with us all & let us know how things go...

By the way, I've briefly been to Rapid City. You're going to get quite a psychology education as a result of moving from there to Ypsi!
