A few sources:

Phoenix New Times -- most reviews are of local establishments in the Phoenix Area

Chowhound Southwest Message Board -- Covers both Phoenix and Tucson with strong emphasis on local restaurants over chains.

Feasting in Phoenix -- The best known Phoenix restaurant blog. Almost all reviews are of independent restaurants. Links to other Phoenix restaurant blogs.
