I would LOVE to see universal use of turning signals! It helps IMMENSELY to be able to know ahead of time what a driver is planning to do. That way the drivers around that vehicle can make their own plan of action to help keep traffic moving smoothly...slow down, speed up, change lanes, etc. I cannot emphasize enough how important turning signals are.
Lagging lefts are when the arrow comes after the light instead of before it. We have them in Gilbert as well. Confusing as hell becuase there is no rhyme or reason to the way the city borders are set up connecting Gilbert, Mesa and Chandler. I thought I was in Gilbert once...was still in Mesa...pulled out on a yellow expecting the lagging green arrow, next thing you know I'm the a-hole in the middle of the intersection on a redlight.

Howabout when you make a left hand turn...turn into the lane closest to you instead of swinging wide. I should be able to make a right hand turn coming from the opposite direction at the same time somebody else is making a left coming toward me. I wouldn't even dare try it...alot of drivers are under the impression that when making a left turn they have 3 lanes to work with!!

I got another one.....when the light turns yellow and you are 20 feet from the intersection going 45 mph JUST PROCEED THROUGH THE LIGHT. Jamming on the brakes and then having to back up because by the time you stopped you were in the middle of the intersection is really a pain to the people behind you. Trust me, I've baptised myself in coffee a couple of times because of people trying to stop on a dime in front of me at a yellow light, when in truth, we both probably could have made it through easily.
