OK, so I ve been here a here a few years now - and have become pretty politically savvy etc. - but, I was reminded today that I am still confused about the incorporation process in AZ - specifically why neighboring cities get VETO power over the option to even ask the residents if they want to become a city....

There was an article in our local paper about how the San Tan Valley incorporation talk has sort of quieted since the 2010 timeframe when there was a big push. At that time the plans were pretty much nixed because the Town of Florence would not approve it - fearing they would lose some sort of state allocated monies or something....

I do not understand how a community of 90K people cannot decide for THEMSELVES if they want to become a city or not....why do neighboring cities have so much power over the influence of others?

Now, I understand sphere of influence etc. and if a city has clearly indicated the intention to annex a given area...that changes things somewhat. But Florence has made no moves to annex anything more than the Magic Ranch area as far as I understand.

Anyone explain to me what Im missing here? It doesn't affect me personally one way or the other....Im just curious about the process...

I don't know... But I do know that when they annexed manic ranch they tried to annex just the side of the blvd that had the businesses so they would not have to provide services but could collect taxes from said businesses. The state put a stop to that idea. Thats just FYI as to how the town of Florence operates.have a nice day.
