They have a few already, with a whole chain of them likely to go in soon.
The biggest issue that's been holding it back is that such water is expensive to produce - roughly twice the cost of other sources. Now that those other sources are drying up though, California will no doubt bite the bullet and spend the money to get it done.

IMHO many people WOULD pay 2 times as much for water IF they didn't have to deal with rationing especially with more and more water conservation with low flow shower heads, toilets and so on so the monthly bill wouldn't be all that much higher than now.

I agree with Ponderosa. I know some of the engineers and this is on their minds every day. It's not like they are going to wake up one morning and say, "Hey - where did that desert come from! OMG!"

Agree here, too. I lived in California during college. It's where I first became aware of water conservation and recycling. In the 60's and early 70's everyone seemed to be on top of it. Even right down to, "Turn off your faucet while brushing your teeth!!" type ads on TV. The eco-terrorists have gone overboard and thrown out common sense and balance. When they rationed water in agricultural lands over the rights of the fish, that was just weird and short sighted California To Ease Water Restrictions For Farmers As Drought Continues

But if you go do a search on "California drought water rationing" you will see many declarations about it over the past 5 years or so. Interesting how so many headlines in different years say the same thing, "First time ever drought restrictions!" I seem to remember seeing those same headlines 40 years ago, too.
