Astaric, I live in Western Oregon, and if you can stand rain, as in, drizzle, you can't beat it. I'm near two major universities, crime is acceptable, and there is barely any snow. Road conditions can be bad in the winter if you go to work early in the morning like me, but if you go to work at 8 am or later you're fine. Yes, it rains for most of the winter, but it's a light rain. Not like you get back east. In the summer, it can get warm, but I'm an hour from the coast where summer temps are in the low to mid 70's. Lots of lakes, ocean, rivers, and I can be in Salem or Portland in just over an hour.

Also, Estaric, if you are a beer fan, we have the absolute best in the world here in Oregon. Humidity is low, and there are many little towns to choose from with varying housing costs that are still close to everything. Within an hour of me, we have Oregon State University, Willamette University, U of Oregon, Linfield College, and a few community colleges. I moved here from Arizona... Phoenix is a hellhole, Flag, Prescott, Sedona etc. are real nice. Yuma, Casa Grand suck. Tucson isn't any better. High crime, traffic... you'll be running back to Ohio before you know it. We have winter temps here in Oregon from the high thirties to the mid 50's, and summer is in the high 70's to mid 90's in the hottest part of the season. I own a light jacket, and I wear it at 6 am riding my bicycle to work in January. It's a well kept secret.

Wink Definitely Prescott area.

Everything on your list except the B movie theater...which I am not sure I know what that is Great shopping nowadays, great food, big name live entertainment at the new complex in Prescott Valley and at Yavapai College. We have four season but very little snow...enough to be interesting is all.
