Many from the snow country find AZ a pleasant home for retirement due to the climate. But if you like the winter in the lowlands and bigger cities of the Valley try a summer out if you are winter visitors at this time. It may save you some money.
My wife is an AZ native and we see so many people that moved out of the snow only to find that they could not stand summer in the Phoenix/Tucson areas and moved to a higher elevation to get cooler temps.

Comes down to job opportunities...3000 to 4000 ft is the banana belt for weather year around but jobs are scarce. I do suggest higher ground to anyone retired or independently wealthy to enjoy AZ without the extreme heat of Phoenix or extreme cold of Flagstaff. Carefree however is 3000 ft north of Phoenix but you need a nice bank account for those HOA communities.
