Years ago I had the same choice. I had never been to Arizona and I liked both schools. I picked UofA for some of the reasons mentioned. These included :
1) better program for me 2) the campus is more traditional (ASU reminded me of all those Cal State schools like Long Beach or Fullerton although I would say that ASU is a greener campus than UA).
2) ASU at the time was much more of a commuter school and the place was dead at night. I'm sure that has changed with the Mill street renovations. However, UofA had people and activity on campus all the time. The frat scene was much more developed at UA than ASU but that is different now I bet.
3) The layout of the UA lends itself to socializing. The Mall at the UA is much better than those narrow walkways at ASU.
4) Tucson revolves around the UA more than Phoenix does ASU. Tucson is like a giant college town even though it is about 1 million.
5) Nightlife in Tucson is fine as the students pretty much go to the same places. It seemed as though ASU's commuter situation watered down this situation in Tempe. (But that may have changed)
6) Tucson is not as hot as Tempe. September, April and May are much better in Tucson as are summers. The winters aren't that much different.
I think you can't go wrong with either place though. However, if you are the outdoors type or more liberal in your views I would definately go to Tucson. There seems to be a palpable difference between the two campuses relative to these things.
