If you do speak spanish, as I do, its probably still not for you.
Nogales' economy is based on cheap knock-off items. Its a great place to go if you're looking for a taco de lengua (tongue taco) or fake purse.

Or cheap prescriptions. It's not "all" that bad of a place during DAYlight - gives you something to do that is different. The gangs are pretty bad in Nogales and even the locals there warn the Americans to cross back into the US border before dusk.

The crime rate is lower than US average. What makes it such a terrible town? I live in an all white town of 8000 and the crime rate is twice as bad

I dislike Nogales, AZ, but like to go to Nogales, Sonora (it's basically one city divided by a wall), once in a while for a feel of a "real" town, albeit not the best... Yeah, being constantly pestered by merchants is a bit annoying, but the wonderful lunch, a cup of cappuccino, and some duty-free shopping make up for it. For some reason, years ago a lot more Americans were going down there. It was very busy on weekends and the sales folks couldn't give everybody "personal attention." It was so funny to watch the crowds carrying big bags late in the afternoon going their respective way and thinking they got a better deal in the greener pasture across the border. Not sure what happened... either the paranoia after 9/11 or the requirement for an US prescription for the drugs... but there aren't that many weekend visitors now. Then again, I never stay in the evening. They have quite a bit of "entertainment" for the guys.

not THAT bad
I would argue that Nogales is definitely not a tourist/visitor town. Rio Rico and Tubac are probably better stays. But Nogales can hardly be called the armpit of the nation.
I live in Tucson and every once in a while I visit friends who live in Nogales. The culture is different, but not 'skanky' as one guy put it. The stuff about needing to speak Spanish is not true. It's extremely easy to get around only speaking English. You've also got all the big U.S. corporate restaurants, stores, and gas like any other town but in terms of entertainment, Nogales has got next to nothing.
I'd recommend going to Nogales, Sonora for fun, drinking, and entertainment on the weekends but avoid going at night from Sunday-Thursday. Mexican police are more silly and creeps on the street are creepier.
There's nothing special about this place. Just a small city to gas up and pass through on your way to Mexico.
