Yuma is your place. It gets cold in Havasu and north in the winter and the wind never seems to quit or so it seems when I go fishing there. Yuma is great, lots of frost tender lettuce fields there.

I currently Live at a high elevaton and need t move to a lower elevation (3000 or less) where is a mild climate, low income affordable place? anyone know?

Take a look here:

Arizona Base and Elevation Maps

Essentially you are looking at the SW corner of the state (from Tucson westward and from Phoenix southward) as well as the towns directly on the Colorado River(Bullhead City, Havasu City etc). None of these places are remotely "mild" in the summer though (only in the winter). In the summer, these low elevation areas are quite toasty (to say the least).

The summers; by and large, are tolerable here in the Phx area (Tucson's are slightly milder yet) whereas the Colorado River towns can be dangerously hot.

Now for weird: Yuma seems to run a tad cooler in the summer than either Bullhead City or LHC. Yet, Fort Mohave which is just S of BHC is not as bad, maybe due to the irrigation for the crops.

I live at 4800 ft and it never gets to 100 degrees.

Does Tucson have lower elevations or valleys within it. I have never been to Arizona and am looking for a good town with low elevation due to small lungs

No, not really. In that part of Arizona, Tucson IS the "lower elevation" - there's mountains in various directions. If you head NW out of Tucson along I-10 towards Phoenix there is a gradual elevation loss of around 1,400 feet or so but takes place over about an hour and half of freeway driving so you don't really notice it happening at all (Phoenix sits at around 1,000 feet, Tucson at around 2,400). NO PLACE close by to Tucson is really noticeably lower in elevation. The closer you get to the SW corner of the state, the lower the elevation (generally speaking). Yuma (in the extreme SW corner) sits at a mere 200 feet elevation. This gives it wonderfully mile winters but summers are a blast furnace.
