The Williams Railroad was purchased by the Vendor for the Grand Canyon,
Xanterra Company and Xanterra owned it since March of 2005. I am a member of the Williams Chamber of Commerce so I can straighten out some of the hype about the Park.
Contrary to popular belief, the New Theme Park for Williams is still in the idea stage.
Not ONE cent has been presented for the proposed land. The investors have another project presented in the Phoenix area and there may be some money on that one, but not in Williams. For one thing, an investor would have to lay millions up front to dig wells, since there isn't any on the lands they are looking at.
They are trying to get tax payers in Williams to do it, but since the population of Williams hovers around only 3000 people, and many of those are well below the poverty line, I don't think that will be a viable option.
Sheepherding and cowboying jobs don't come with 401K programs.
They are proposing part of the theme park project on the West Side of Williams off of the I-40 and the larger parcel on the East side of Williams off of I-40.
The Phoenix area is different in that building promoters can waive money in front of the face of politicians and somehow get water. There is water in the Valley of the Sun but there is little up here in the North. Even if government officials can be bought, there is nothing to buy as far as water is concerned.
Nothing regarding the Theme Park has been approved in Coconino County which is were the fictional Theme Park would reside. This is were permits would be issued for building, health, sanitation, etc.
We get tremendous wind gusts, about half of the time. Semi-trucks sometimes just blow over sitting along the highway. (Gusts from 50-70 miles an hour can exist during ANY time during the year)
The Theme Park would have to be enclosed and blocked from all of this wind. This is alot different then the Water Parks Mesa has or Big Surf in Tempe. A big breeze would be welcome there)
Land is cheap in Ash Fork and Juniperwoods. Small land parcels like the one I live on go for 18-20,000 for 2 or 3 acres. (with electricity)
You can get 40 acres of land for anywhere from $20,000-$85,000 total. Most everyone who live in Juniperwood have solar and/or wind power, with battery backup or diesel generator backup.
Where I live in Kaibab, we have land line electricity and phone. I use sattelite for TV and a different Sattelite for high speed Internet.
There is no water however, you get your water shipped in by truck for anywhere from 65-100 per month. Its too costly to build a well only to have it dry up or be contaminated in a year or two. (This is also a barrier to the Theme Park Imagineers in Williams)
There are people who have been trying to sell their property since I moved here 3 years ago. The same with housing. So you can get a good buy. If they are selling the property for a $100,000 for 40 acres, offer them $80,000 and see what happens.
I live in Kaibab Estates West which is due North of that area and North of Ash Fork and have lived here for 3 years. For water, I just leave a check each month and the delivery company hauls in my water in a 2000 gallon truck. My wife and I, our two cats and our wonder horse Spirit, have not been thirsty or stinky because of the water truck not showing up.
There are two competing water companies that service the rural Ash Fork area, and they work 6 or 7 days a week to service the couple of thousand people spread across a huge geographic area. (Rural Yavapai County and rural Coconino County)
Weather.
The day time temperatures in November through March run 40-50 degrees and it can actually hit 0 or below a few degree in December-January at night for a couple of hours.
The sun comes up and the temperatures rise quickly.
the Spring and Summer tempes are in the 70-s and 80s during the day and in the 50s at night.
July is the hottest month and can hit a hundred for just a few days. (the temps get in the 5os and 60s at night.
Once the rains come in August, unlike Phoenix, the water is cold and brings the day time highs down into the 60s and 70s. If it wasn't raining the temps would be in the 90s or even 100s.
Note about Williams Weather.
Williams is about 2000 feet higher than Ash Fork, Juniperwood, Sierra Verde Ranch and Kaibab Estates West.
What that means is that for every 1000 feet in elevation you expect the temperatures to be at least 3 degrees colder than my quote above. Therefore Williams is usually 6 or 7 degrees colder than here.

If you want to know what the weather is in Williams, look at the conditions in Flagstaff and you will be pretty close.
