Try the Show Low/Lakeside/Pinetop area. Not sure how "cheap" it would be to live there as far as real estate, but they receive a fair amount of snow during an average winter, and it's rarely ever hot during the summer. Further east is McNary, which is dirt cheap, and no surprise considering the entire town is impoverished & located on tribal land. For even cooler weather and snowier winters, check out Greer which is a tiny hamlet at just over 8,000 feet in elevation. These places also receive abundant rainfall during an average summer (mainly July to mid September) due to the monsoonal flow.

You'll have to look pretty hard to find 'cheap' up here and then you'll usually get what you paid for. And don't forget that the place is literally run by the LDS, there is a huge crime and meth problem, jobs are non-existent, etc., etc, just as any other thread about this area will tell you.

Flagstaff area. Not the city limits......prices are crazy, but rather the little unincorporated areas: Kachina Village, Munds Park, Doney Park, Baderville, Belmont, Morman Lake Village, Happy Jack to name a few. If you shop around, some good deals to be found, but some amenities might be sacrificed.

You could also head west to Williams. Still fairly affordable there.

Without knowing your budget, hard to pinpoint areas. Good luck!

Agreed. I hope OP spreads the word... don't come here! Terrible weather, racists, rednecks, shootouts, just all around a state to avoid.
