Default AZ transfer pathway to UCB< UCLA, Cal Poly?

I'm international student. Please help me with this.

Is it possible for the student at AZ community college transfer to UCB, UCLA or CAl Poly? Any articulation agreement between these schools?
How is the chance like?

What are the best CC at AZ?

I went to Paradise Valley Community College, it's a great CC. I would also recommend Scottsdale Community College or Glendale Community College.

The only "agreement" [if you would call it that -- but still not a guarantee] with Cal Poly is Cuesta College, the local community college. Cal Poly likes accepting local students, and Cuesta's Admin knows what Cal Poly expects from transfer students.
