Only in Phoenix. Everywhere else in Arizona have no problems with schools and when there is, they deal with it. My brothers are graduating with straight A's if that gives you any idea how the Arizona school system is.
As far as rude and mean people, again only Phoenix. To give you a heads up, im a product of the California school system, not Arizona.

You'll like Sierra Vista. I love the history around the Buffalo soldiers and Fort Huachuca. Plus, you've got Tombstone and other great places to explore. I know several folks from Sierra Vista and they're really friendly. It's a small town, though, just so you know. Lots of transients because it's mostly military. But they surprisingly have some good restaurants and things to do there.
Perlagirl is right about the dryness. However - there are solutions - Go to a Walgreens or Target and pick up an inexpensive Humidifier. For less than $20 I bought one of those Vix Vaporub types that you add water to. It lasts all night. I add some aromatherapy oil instead of Vix, and it makes the house habitable and it smells great, too. I use orange or lemon oil. If I'm not feeling well, I'll add a little Eucalyptus oil.
Buy good quality lotion - I use the Alba Original lotion that comes in a 16 oz pump bottle (Target, Health Food Stores). It costs a little more, but you only need to use it when you get out of the shower while your skin is still a little wet, and then maybe later in the day on your hands if they are in water a lot. So it lasts longer and doesn't have all the junk that cheaper lotions have.
Perlagirl also makes a VERY good point about dehydration. Because of the low humidity here, you may not realize you are sweating, so you lose minerals and moisture and don't realize it till you get tired. Never leave the house without a bottle of water. Always keep water in your car for emergencies. I keep a little vial of Celtic Sea Salt with me (health food store). If I start to get tired, I put a little of that on my tongue. It replaces the electrolytes that you lose when you are sweating without realizing it. That makes a HUGE difference in your energy levels.
Another lifesaver for me in the heat is Xlear (also health food store). It's a nasal spray that keeps your nose and sinuses moisturized and supposedly keeps you from getting sick. A bottle costs around $12, but lasts me for months. I just make sure I use it especially when pollution is up, when there is pollen in the air, and when people around me are sick. Works like a charm.
As for bugs - eh. Not that big a deal. Bring your cowboy boots so you are protected from snakes and scorpions. Shake your boots and shoes upside down before putting them on - just to be sure. And don't worry too much about it. Just be aware of your surroundings and you should be fine.

If you are from a small town from Michigan, then SV isn't a "small town." It doesn't have a downtown, but is all stripmalls. There are a lot of options for schools. I have heard good things about PDS elementary, not so good things of Mountain View (???--I forgot the name, but it is the one just south of Buffalo Soldier Trail). If you end up living in the Hereford, I would pick Coronado Elementary hands-down.
And vacuum cleaners are perfect to suck up scorpions!

I should add that there are a ton of people in SV that are originally from MI, WI, and MN. They even have annual get-togethers in the park.

Bah. Minority of phoenix does not count. People here are not nice compared to Tucson or Show Low.

Really? Well, i've never been there except to take a dump at a gas station on my way to show low. My friend is a teacher and my wife is a teacher and both complain about how much money is invested in administration and bull, instead of teachers. The flag loaf was good!
