Gang violence in PARADISE VALLEY? If you actually mean the TOWN of Paradise Valley, the idea of gang violence there is pretty funny. Uh, no. Schools? Scottsdale School District. Good schools.
If you mean the much larger area of northeast Phx that some call Paradise Valley, which includes "Paradise Valley High School" and other schools, that involves more than one school district, generally better than average, and I don't hear much about "gang violence" in that area either.

Davin,
The post I quoted and responded to was from someone else, asking about Paradise Valley.
As far as Mesa vs. Surprise, they are diagonally across our very large valley from each other. If you are working, a lot depends on where you are working.
Cost of living is likely to be about the same, housing cost in both depends first on whether you are buying vs. renting, and what you are looking for in terms of size, price, house vs apt, etc.
Crime rate may depend on specific neighborhoods; property crimes would be the main issue for both, I don't think either city has a particularly high violent crime rate.
There are nice areas in both cities. You can do a search here and find lots of threads discussing both places. Click on Search, then click on Advanced Search, and type in Mesa or Surprise, (do one search at a time) limiting the forums searched in to Arizona-Phoenix Area -- click on that forum to highlight it.
That should get you lots of info on both places -- it's a better way to go than using this very general Arizona city thread.

You should be able to find those in either place. Do the searches here I suggested to get more feedback on those cities, then you can do some real estate searching online if you like.
Of course, it's always best, in making a decision like this, to come visit and see for yourself, and get some sort of feel for both places.
