My 17 year old son will be moving to Phoenix or Miami this month, and he doesn't have a driver's license, just a (expired, I think) learner's permit. How long will it take him to get an Arizona photo learner's permit if he passes the written test? He needs an Arizona photo ID as soon as possible in order to get settled. Will there be a wait time for the learner's permit to come in the mail? Is he better off getting a state ID card instead, since time is an issue? Thanks in advance.

I don't know whether the "instruction permits" have pictures on them. In my day,, they didn't. They just handed you the permit if you passed the appropriate test.

Getting the state ID card uses the same technology as that which generates the drivers licenses. It takes some time sitting in the MVD office, but you walk out with the card.
