Default Wanting to move in a couple years/considering Southern NV or AZ

My fiancee and I are currently living in Reno NV and are finishing college in a couple years. We are wanting to move somewhere that we can settle down and raise a family. We have family in both the Las Vegas area, Phoenix and Northern AZ area. We are wanting to be closer to them but are confused at which area would be best.
I want to live in a city that is not too big but still has things to do. I don't mind the heat so that is not a problem. We would want a place that is kid and dog friendly, somewhat liberal, not too many drugs (is there anywhere in those regions that DON'T have a huge drug problem?)
We were looking at Flagstaff AZ, Peoria AZ, Bullhead City AZ, Laughlin NV, Boulder City NV, and Henderson NV.
I know finding a job may be an issue but I will have a degree in Special Education, and he will have a degree in Business Management so I think it should not be too hard for us to find work.
We also need to move somewhere that is not too expensive to live.
Any tips or advice would help-Thanks
