Arizona has a reputation for having a fairly high middle class and educated Black population. The proof, according to the Arizona Republic

"Nearly 70 percent of Arizona Blacks graduated in four years, higher than in any other state. The national graduation rate for Blacks is less than 54 percent."

Very simple explanation.
Arizona State is not most desirable place for wellfare recipients.
Therefore only educated or hard working man can live here.

Either way, that article was very interesting. The national average of Blacks graduating from high school in 4 years is 55%. Arizona completely surpasses that by 15% points to 70% which is impressive.

That is indeed a very simple explanation and explains why the graduation rate for blacks in Mississippi is 100%.

It is impressive only in comparison to the African-American graduates in other states.

But taking into consideration that Arizona's African-American population amounts to less than 10% of the total state's population the statistics really do not mean too much when viewing the big picture.

It still doesn't change the fact that Arizona still ranks near the bottom in per-pupil funding, and ranks low in the percentage of both high school and college graduates, regardless of ethnicity or race.

Exactly and you might be too generous, as it's probably less than 5%. It is interesting that the percentage for Blacks in AZ is higher than the state average, but the population is small. I thought West Virginia's Black student population was about the same percentage, if not the highest of any other state actually.
